The reason for 'play 2 win' is because everyone has different standards of what's fair and lame. It's impractical/impossible to compile a list of these self-imposed rules that everyone will agree on, so you might as well just get on and play the game for what it is. Some people insinuate that this is bad sportsmanship, IMO it's the petty people complaining over such things that lack sportsmanship. There's nothing stopping you from playing by your own rules, but don't complain when people don't follow them.

Example: There are people that consider kiting 'lame'. Does that mean nobody should kite? Where do you draw the line with these un-written 'rules'?

... But then, you already understood that as you bothered to read Sirlin's article before posting that, right?
I already read Sirlin's article before that. But I still post it for those that use that phrase to justify whatever thing they did to win.

I played another game before GW, in which the players use speedhack and claims that they just "playing to win".

I just want to point out that you cannot apply this phrase for every tactic you use to win.

You didn't pay close attention to the article then. In the case of using third party programs, it is not somthing the game was designed to handle. They aren't playing the origional game either, they're playing a modified version that gives everyone else a handicap. Are they playing to win? yes. Are they cheating? Very yes.

What I consider the defining factor in Sirlin's articles on playing to win is one factor he describes; It is only playing to win if it is also improving you as a player. Using a cheat or exploit is not going to improve you.

Very good point, perhaps I shouldn't have used the term 'Play to win' in there.
